First, expanding the scope of the pilot:

Two, pilot simplified customs declaration form attached documents:
(I) import goods
1. customs declaration for processing, trade and bonded goods:

3., Beijing, Tianjin and customs implementation of regional customs clearance reform of the customs declaration:

(two) export goods

Four, the pilot enterprise which has been approved by the customs may choose either paper or paper free operation. Enterprises that choose paperless operations should enter the terminal at the electronic port and choose "paperless without Customs".
Five, for the approval of the customs and the customs clearance operations paperless declaration business unit management category AA class enterprise or a manufacturing enterprise, declare to the customs can not send the attached documents of electronic data, according to the requirements of the customs clearance process timely, within 10 days from the enterprise has submitted to the customs the customs clearance date, approved by the customs in accordance with the enterprise certificate (temporary documents) conditions by their custody.
For other business units that have been approved by the customs and selected to declare the paperless declaration of customs operations, they shall send the customs declaration and the accompanying documents and electronic data to the customs when the goods are declared.
Six, the relevant units need to consult and copy the archive of the customs declarations and accompanying documents of electronic data files, should go through the formalities in accordance with the provisions of the customs according to the Electronic Records issued by a paper document management department and affix the seal.
Seven, the import and export goods which involve the license but do not realize the verification of the electronic data of the permit shall not apply to the "paperless operation".
The content of this announcement shall come into force on April 1, 2014, and the announcement of the General Administration of Customs on 2013 nineteenth shall be abolished at the same time.
